Hervé Novelli (b. Paris March 6, 1949) is a French politician and a past member of the UDF group. He was a deputé in the Assemblée Nationale for the Indre-et-Loire département from 2002 to 2007, having previously been a député from 1993-1997. He has also served as a member of the European Parliament from 1999 to 2002 and as vice-president of the Indre et Loire local government (conseil général) from 1998 to 2001. He is also mayor of Richelieu since 2001. In June 2007, he became a member of the cabinet of Nicolas Sarkozy as an undersecretary for business and foreign trade (secrétaire d’Etat chargé des Entreprises et du Commerce extérieur). He is since march 2008 an undersecretary for commerce, craftsmanship, small and medium businesses, tourism and services (secrétaire d’Etat chargé du commerce, de l’artisanat, des petites et moyennes entreprises, du tourisme et des services) in the cabinet of Nicolas Sarkozy. In march 2006, he has created the association Les Réformateurs.
His political history is that of a right-wing politician moving to the center ground. He was, from the 1960s - 1980s a member of various different rightist parties including Occident, the Parti des forces nouvelles, the National Front, etc., before joining the conservative National Centre of Independents and Peasants and then the centrist Parti Républicain, a component of UDF. He was general secretary from 1990 to 1993, then member of the bureau exécutif of the Parti Républicain.
Professionally, he was CEO of établissements Janton, from 1982 to 2006, and chargé de mission for the french steel industry (Chargé de mission pour la chambre syndicale de la sidérurgie française) from 1977 to 1986.

Hervé Novelli was born on 6 March 1949. He spent his childhood in the Parisian region. He completed his secondary education at the Lycée Michelet in Vanves. Student in May 1968, Hervé Novelli actively in the anti-communist movement until 1971, where he began his military service.
After obtaining a master of economics at University Paris Dauphine, Hervé Novelli committed in 1977 for a few months with Michel D'Ornano campaign for municipal elections in Paris. In 1977 qu'Hervé Novelli began his career by joining the Chambre Syndicale de la Française Steel.
In 1982, the death of his father, he took the reins of two family-run SMEs specialized in sector paramedical at Richelieu (Indre-et-Loire). It will divest the 1st in 1989, and the second to Janton establishments in 2006.
In 1986 he joined the team of Alain Madelin, Minister of Industry, P & T and Tourism, as Chief of Staff.
Its roots Touraine him to engage in local political life in Touraine. He became Conseiller Municipal de Richelieu in 1989 and will be first elected MP of Indre et Loire in 1993 (reelected in 2002 and 2007). In 1997, he became General Counsel of the Canton of Richelieu and then Vice-President of the General Council in March 1998. In 2004 he was elected the Regional Center. It is now Mayor of Richelieu (since March 2008)
On the national policy, he was appointed in 1990 Secretary General of the Republican Party (PR), then became a member of the Executive Bureau of PR.
In 1997, he participated in the foundation of liberal democracy, chaired by Alain Madelin. He became its first managing director. This political party is the liberal family to the Government and Parliament with a group of about fifty members.
In June 1999 he was elected MEP.
Hervé Novelli remain a member of Liberal Democracy and lead the campaign of Alain Madelin in the presidential elections of 2002. He then joined the UMP party and founded the same year the course of reform. The movement due to the UMP is currently composed of 107 parliamentarians, including 97 deputies.
It is now "political advisor" to the UMP (since March 2009).
With its knowledge of the economic sphere, Hervé Novelli directs much of its policy on development and the simplification of environmental entrepreneurs.
Member since 1993, He is actively involved in parliamentary work relating to enterprise development. He founded the same year the group "Daring to employment", which brings together some fifty members from the business sector.
In 1993, he will be responsible for interministerial mission on job creation in SMEs. In 1994 he published a book entitled "Helping SMEs.
He was successively Rapporteur of the Commission of Inquiry on employment aid and rapporteur of the mission of information on the application of the Act for five-year employment at the National Assembly.
In 2002, he sits on the Finance Committee of the National Assembly. It becomes the special rapporteur of budget in the industry and chairman of the special commission to examine the bill of economic initiative proposed by Renaud Dutreil, Minister for SMEs.
In 2003, after having claimed for more than a year to the Government, he obtained the creation of a Commission of Inquiry into the effects of 35 hours and became spokesperson. After almost 2 years of work, the report and propose the necessary solutions in place in 2007 and 2008 to ease the obligations related to 35 hours.
In June 2007 he was appointed in the Government of François Fillon, Prime Minister Nicolas Sarkozy. He became Secretary of State for Business and Foreign Trade with Christine Lagarde, Minister of Economy. In March 2008, his ministerial portfolio evolves. He became Secretary of State for Trade, Crafts, Small and Medium Enterprises (SMEs), Tourism and Services. Its work is marked by the passing of the Act to modernize the economy which it has dedicated part 1 to the contractor. This has led, among other things, the implementation of measures on the reduction of payment deadlines, facilitating the transfer of businesses, the new regime of self-contractor.
